Baltimore teacher Rogie Bantigue Legaspi on charges of child sex trafficking and statutory sexual assault involving a 15-year-old victim.

On September 25, 2026, DA Christopher de Barrena-Sarobe announced the arrest of 56-year-old Baltimore teacher Rogie Bantigue Legaspi on charges of child sex trafficking and statutory sexual assault involving a 15-year-old victim.

The Chester County District Attorney’s Office announces that charges have been filed against Rogie Legaspi, 56, of Baltimore, Maryland, charging him with Trafficking in Minors, 15 counts of Involuntary Deviate Sexual Intercourse, Manufacturing Child Sexual Abuse Material, and related charges. The Defendant, was unable to post $5 million bail and remanded to Chester County Prison. A preliminary hearing is scheduled for October 19, 2026.

According to the criminal complaint, (The defendant is presumed innocent until proven guilty) Chester County Detectives received a ChildLine report expressing concern for a now 15-year-old victim. The victim was interviewed and told investigators that the man, whom the victim knew only as “Alex,” first contacted the victim when the victim was 12 years old. The two exchanged cellphone numbers and continued communicating before the Defendant began traveling from Maryland to Chester County to meet the victim in person. The Defendant sexually abused the victim from June of 2024 until June 2026 and traveled to Chester and Lancaster counties on numerous occasions to meet the victim for sexual contact. The Defendant recorded the sexual interactions on his cellphone. The Defendant also provided the victim with money and other items for sex. On more than one occasion, the Defendant took the victim to hotels to engage in sexual contact with him and enticed and coerced the victim into sexual encounters with another adult male.

Law enforcement was able to corroborate information provided by the victim and identify the Defendant as Rogie Legaspi, a teacher from Baltimore, Maryland. That identification was made through a combination of car registration information, automated license plate readers, hotel records, and surveillance video. Then, on September 17, 2026, investigators posed as the victim to communicate with the Defendant. The Defendant offered to come to Chester County the very next day, and he was arrested when he arrived at the meet-up point in Parkesburg Borough.

Chester County District Attorney Christopher de Barrena-Sarobe said, “The Defendant coerced a child to have sex with him on multiple occasions, facilitated and attempted to facilitate contact between the victim and other adult men and—on one occasion—brought another adult male to sexually assault the victim. This is child sex trafficking. It’s a vile crime that has no place in any community and will not be tolerated in Chester County.”
