NC Governor Vetoes House Bill 87
On Wednesday, June 3rd, the North Carolina General Assembly successfully overturned Gov. Josh Stein’s veto, marking the first override of the 2026 legislative session. This newly enacted law enables taxpayers to benefit from a federal tax deduction when they contribute to organizations that grant scholarships. This provision also encompasses scholarships for private educational institutions.
In response, Governor Josh Stein stated via press release that he vetoed House Bill 87 because, at the time, his team was awaiting sound guidance from the federal government before opting in. Despite not receiving that guidance yet, the General Assembly decided to opt the state into the program.

We are working on a solution to make it easy for North Carolinians like me who want to direct their federally reimbursed donations to scholarship-granting organizations that directly benefit public school students, and I look forward to sharing more once the federal guidance has been provided.
